Training Pathways Program

The Training Pathways Program is a component of the Incentives for Higher Technical Skills (IHTS) initiative. IHTS is targeted at increasing the number of higher level Vocational Education and Training (VET) qualifications in the workforce to meet the future productivity and skills requirements of employers and industry.

Under the Program, Australian Government incentives are paid to employers whose employees train in priority higher level VET qualifications outside Australian Apprenticeships arrangements.

Targeted Diploma and Advanced Diploma qualifications eligible to attract employer incentives under the Program are a sub-set of the IHTS qualifications.

It is recommended that you read the Training Pathways Program Guidelines before applying for this program.

Who benefits from the Program?

Employers will benefit from increased workplace productivity through upskilling their workforce. Employers will also receive incentives from the Australian Government for supporting their employees in training, by providing paid leave or time off in lieu for employees to attend and successfully complete training.

The employee will benefit from an increase in knowledge and skills through the attainment of a higher level qualification.

What qualifications are eligible?

A list of qualifications eligible for employer incentives under the Program is contained within Appendix A of the Training Pathways Program Guidelines (PDf document pdf 216KB | RTF documentrtf 500KB).

Qualifications will only be eligible for incentives under the Program if the State or Territory where the training is to take place has not declared the qualification as an Australian Apprenticeship pathway.

What incentives are available?

Employers who support new employees in training and attaining qualifications at targeted higher level qualifications will be eligible to receive up to $4,000: up to $1,500 for each employee as commencement incentive; and up to $2,500 as a completion incentive depending on the level of the eligible qualification.

Who pays for training?

The Training Pathways Program Guidelines do not dictate whether the employer or employee should pay for the cost of the training. Parties will need to reach an agreement regarding total training costs.

VET FEE-HELP may be available to assist employees to pay for all or part of their tuition fees.

VET FEE-HELP is an income contingent loan scheme for the Vocational Education and Training (VET) sector that is part of the Higher Education Loan Program (HELP). It is an extension of the higher education loan scheme FEE-HELP arrangements and will be introduced to the VET sector in 2008.

How do I (the employer) apply for the Program?

Firstly, read the Training Pathways Program Guidelines (above) to check the Program’s eligibility requirements, including the list of eligible qualifications.
If you and your employee meet the Program’s requirements, complete the Application for Registration form above and send to:

How long until my application is processed?

Applications will be processed within 30 days of their receipt.  You will be informed by letter if your registration for the Program has been approved.
